Samuels served as General Hammonds executive officer at the Cheyenne Mountain Complex. After the Stargate activated and the soldiers nearby were attacked, Samuels was ordered to retrieve Colonel Jack O'Neill bringing him back to the facility, where he helped to interview O'Neill about his previous mission through the Stargate.
When it was decided to reactivate the Stargate, Samuels was hesitant to proceed and wanted to simply bury the Stargate to protect Earth. He helped confirm Iris deactivation codes with SG-1 and SG-2 to ensure their safe return, however when the teams made no contact in the alloted time, Samuels wanted to lock out their codes and seal the Stargate, luckily however the teams returned before this happened. At some point, Samuels was transferred to The Pentagon to become a Stargate mission analyzer. He informed Senator Robert Kinsey of the specifics of the program with a bias towards his own belief that the Stargate should be deactivated and buried. He traveled back to Stargate Command to attend the hearing between the senior staff and Senator Kinsey. (SG1: "Politics")
When Apophis took two ships to Earth, Samuels once again returned to the SGC to help co-ordinate with the Pentagon in their attempt to use two new weapons, "Goa'uld Busters". He was sure that the weapons would be affective however they failed. Samuels requested to be one of the personnel to travel to the Alpha Site to survive however General Hammond denied his request. Morality and Wisdom
Samuels has shown a tendency to give up on SG team members in exchange for the safety of everyone, the opposite of other SG personnel who would not leave any members behind.
