Biography
Early life
Woolsey had a father who suffered from Alzheimer's disease and at one point was married to a woman. During his marriage he had a pet Yorkie, whom following his divorce he never saw again, something he regretted. Woolsey was Harvard Law Review, the Chief Counsel of the United States Army Corps of Engineers and appellate advocate for Hartshorn and Slaughter, a prestigious litigation boutiques in New York City. N.I.D.
Woolsey was assigned by Vice President Robert Kinsey to work with the N.I.D. to conduct a thorough investigation of Stargate Command and presented his findings directly to President Henry Hayes. When Woolsey discovered that Vice President Kinsey had ties with the rogue N.I.D. cells managed to get information about Kinsey's activity from General Hammond and received information that he presented to President Hayes in the hopes that history would know that he did the right thing. International Oversight Advisory
Woolsey was appointed as the United States ambassador to the International Oversight Advisory. Upon discovery of Khalek, an experiment of Anubis, Woolsey was to decide his fate, opting to have him put in the stasis pod in Antarctica to be studied as opposed to outright killing him for safety, as suggested by Dr. Daniel Jackson. After Khalek killed several SGC personnel, Woolsey approached Dr. Jackson for his forgiveness but did not receive it. Woolsey later accompanied the other IOA ambassors Shen Xiaoyi, Jean LaPierre and Russel Chapman on a tour of the Gamma Site, where they were pursued by a dangerous insect. After a rescue, Woolsey stated that while the experience was not ideal, SG-1s actions that saved their lives improved continual support. (SG1: "Prototype", "The Scourge")
Woolsey later informed General Landry that the IOA was considering bringing back the Zero Point Module from Atlantis to power the Ancient weapons in Antarctica and defend Earth from the Ori ships. When Vala Mal Doran was put under review, Woolsey offered to ensure that she passed in exchange for her informing him and the IOA of Stargate Command operations, Woolsey however was working for Stargate Command to test Vala's trustworthiness. Learning that two Wraith Hive ships were on their way to Earth, Woolsey debriefed Dr. Elizabeth Weir on Earth and later was dispatched for a review of Weir and her command on Atlantis, concluding that she was suitably qualified and capable of the decisions to run the expedition. When the Lanteans returned to Atlantis and reclaimed the city, Woolsey accompanied General O'Neill to negotiate with them. When the Asurans attacked the city, Woolsey and O'Neill took refuge in a damaged area and helped Sheppard's team infiltrate the city, but were captured in the process. Interrogated by the Asurans, Woolsey was forced to give up the plan Sheppard's team was enacting to them, however this was revealed to have been a ploy by Sheppard's team to get the Asurans to do what was needed to finish their real plan; Woolsey of course feeling annoyed that he was used in such a way. Following Dr Jackson's becoming of a Prior, Woolsey decided to have him placed in stasis and avoid the problems he had with Khalek. Jackson broke through the control of the Anti-Prior device and had Woolsey beamed off the Odyssey. Woolsey was again sent to Atlantis to review Colonel Samantha Carter's command, he was against Carter's decision to trust Wraith intelligence and even ordered Colonel John Sheppard to destroy two hive ships in orbit; Carter of course countermanded the order and the two hives destroyed one another. Knowing his actions were incorrect he later apologized to Carter. Months later Woolsey participated in a review of Carter's record and then was sent to take command of the Atlantis expedition. Atlantis expedition
Woolsey arrived on board the Daedalus, bringing with him a 12-foot long mahogany conference table. Expecting to follow IOA protocol to the letter, Woolsey was forced time and time again to go against this in attempting to save the life of Dr. Jennifer Keller who had become infected with a Wraith pathogen. Woolsey talked with Teyla Emmagan about her decision to rejoin Sheppard's team, Teyla asking if he had any children and Woolsey telling her of his pet Yorkie his ex-wife took in the divorce. When the digitally ascended Elizabeth Weir arrived at Atlantis and affected the city's systems, Woolsey was transported far to the East pier and had to walk back. When threatened with the destruction of the city and the death of the entire expedition in exchange for Asuran bodies to be built for the other digitally ascended beings, Woolsey refuses. Luckily these Asurans agree to have human bodies created and Woolsey allows it. (ATL: "The Seed", "Broken Ties", "Ghost in the Machine")
Woolsey was resistant to allowing Sheppard's team to take Rodney McKay, who had become infected by an alien parasite, to another planet in order to be allowed a dignified death, but allows it in the end. Negotiation to perform Dr. Keller's plan to use a retrovirus to remove the Wraith's requirement to feed on humans, Woolsey traveled aboard the Daedalus to meet with Todd. Woolsey was captured along with the others on the ship and was threatened to be fed upon if Colonel Sheppard did not give in to his demands. When Sheppard's team was kidnapped and put on trial for crimes against the Pegasus galaxy, Woolsey offered to defend them, using his past knowledge of legal practices and some blackmail in order to get the team freed. Attempting to get Ronon to file mission reports, Woolsey was captured in an attack on the city by Michael Kenmore, later escaping with help from Ronon and finding Teyla, leading her to safety only to come in contact with a stun field and once again become incapacitated. Running into a beautiful new woman who arrived, Woolsey became fairly smitten with her, only to discover that no one else has seen her and there was no record of her existence. Fearing his sanity, he had a medical check up before running into her again and was informed she was a mental apparition of his romantic and sexual ideals in order to gain his trust and convince him to help the device that created her to complete its mission to seed new life. Woolsey agreed that while the benefits of the information stored on the device was of great value, they had no right in denying the chance for the life to rise again. When Todd arrived in his ship in orbit infected with a deadly disease, Woolsey was convinced that allowing him to leave to save his own life was the best option and Woolsey allowed him to be released. When an alien woman swapped bodies with Dr. Keller, Woolsey correctly guessed that she had been taken over and allowed Sheppard's team to track down this womans actual body and the device which had swapped them. When informed of a powerful new hive ship being constructed, Woolsey sent Sheppard's team to investigate. When this ship headed towards Earth, Woolsey sent Sheppard back through the Stargate to control the Ancient weapons outpost while Dr. Beckett piloted the city. Woolsey sent the rest of Sheppard's team through the Stargate to this hive ship, which had arrived at Earth, to head them off. When the city arrived and attacked the hive it was pushed into a low orbit and was forced to land on the ocean, Woolsey informed Stargate Command to alert the Navy. After a successful landing he met with Sheppard's team and other senior personnel on one of Altantis' balconies overlooking San Francisco bay. (ATL: "Infection", "Identity", "Enemy at the Gate")
Some time later, Woolsey was helping with negotiations with the Langarans in order to use their power facility to dial the ninth chevron and establish a supply line to Destiny. Meeting with Langaran ambassadors, the plan was turned down as it was deemed to risky for Langara. Woolsey was informed of a plan to discover if the Lucian Alliance had already negotiated with the Langarans and took two small long-range communication devices to Langara where they were used to swap bodies with the commanding personnel of the base and test the viability of the facility in dialing the ninth chevron. When more personnel showed up to take back the facility, Woolsey surrendered with the others and was sent back to Earth. (SGU: "Seizure")

Morality and Wisdom
Woolsey has demonstrated a compassion for other people and remorse for his actions which led to others getting harmed. Despite his passion for rules and following them, he will break these rules if it means saving lives however it does not feel natural to him and is greatly distressed when someone will circumvent rules and procedures for nefarious purposes. Having to alter his views on this since taking command of the Atlantis expedition Woolsey frequently had to break the rules to save the individual as opposed to doing what was best for the group, but still maintained as much of his adherence to these procedures as possible. Abilities and Skills
Woolsey has demonstrated skills in negotiations and diplomacy, serving as an ambassador for the United States and helping the maintain civility and peace among the signatories of the IOA, most likely from his past and legal background. Since taking command of the Atlantis expedition Woolsey has developed abilities in strong leadership as well as honed his diplomatic skills in dangerous negotiations. - In an alternate reality Woolsey posed as an FBI agent to contact Detective John Sheppard and find out what he knew about the strange string on murders happening in Las Vegas. He allowed Sheppard to be told of what was committing the murders, a Wraith and when the Wraith was found, he had two fighters sent to destroy the Wraith and his communication device. (ATL: "Vegas")
Alternate Timelines
- In an alternate timeline, Woolsey was given command of the Atlantis expedition after Colonel Samantha Carter was killed in battle. He instituted strict policies on the city, following IOA orders, cutting back on humanitarianism aide to other worlds and strengthen the city. (ATL: "The Last Man")
