Jacob Carter was a Major General in the United States Air Force, father of Samantha Carter and host to the Tok'ra Selmak until both of their deaths in 2005.

Biography
Early life
Jacob Carter was part of the United States Air Force serving at some point with George Hammond. When Samantha Carter was a teenager, Jacob was supposed to pick up his wife, but due to his work was late and she took a cab, which was involved in an accident and she died. Jacob blamed himself and his son, Mark blamed him as well, estranging himself from his father. (SG1: "Jolinar's Memories", "The Devil You Know")
Retirement
In 1998, Jacob found out he had Lymphoma and realizing that his time was short he wanted his daughter to realize her dream and go into space as part of NASA, so he called Bollinger, the head of NASA, and told him his daughter had always wanted to be an astronaut and filled him in on her qualifications. He called in some favors and managed to get her an interview with them to become part of the program.
He attended an award ceremony in Washington D.C. where his daughter was receiving the Air Medal for her work in Deep Space Radar Telemetry Analysis, a cover story for the Stargate Program, and told her about her being on the short list to be part of NASAs next mission. Confused as to her obvious hostility towards his involvement in her career, he eventually told his daughter that he had cancer and his dream as to see her go into space. He told her not to worry about him, that he would be around for a while. (SG1: "Secrets")
Tok'ra
Several months later, Sam called Jacob to ask how he was and learned that he had recently moved to Colorado Springs to be closer to her during his last days. After Samantha went offworld, Jacob called General Hammond from a hospital. Hammond went to see Jacob who had learned that the cancer had spread to his liver. Hammond wanted to recall Sam but Jacob wouldn't have it, stating that he did not want his daughter to see him losing a battle, he wanted to know what his daughter was doing but Hammond wouldn't tell him. He soon went into cardiac arrest and had to be resuscitated. (SG1: "The Tok'ra, Part 1")
Learning that her father is dying, Sam offers him a chance to join the Tok'ra to both save his life and prove to the Tok'ra that the Tau'ri are trustworthy. Firstly believing it to be a joke, Jacob was told about the Stargate and the Tok'ra, then agreed to go offworld and meet them. Offered a chance to join with Selmak, Jacob accepts and Selmak enters through his mouth leaving Saroosh, his previous host, to die. Jacob, Sam and Martouf, the only three left on the Tok'ra base had to flee back to the gate to escape from Goa'uld forces. Jacob left with Martouf and Garshaw to join the Tok'ra. When the SGC met with Charlie, Jacob came back and was asked about a creature known as a Reetou, to which he sent the Tok'ra who accompanied him back to gather some TER's to help locate and destroy the Reetou. He accompanied SG-1 and another SG team offworld and found hundreds of Reetou rebels who were planning on attacking Earth. Returning home they were followed by some of them and Jacob helped find them in the base, being injured by one of the Reetou weapons in the shoulder. He later took Charlie back with him to become a Tok'ra host to save his life. (SG1: "Show and Tell")
Several months later Jacob came back to the SGC to get their help in finding a missing Goa'uld, Seth, who hasn't been seen since she was on Earth several thousands of years ago, as well as patch things up with his estranged son. After Daniel Jackson managed to locate htis Goa'uld, Jacob went with SG-1 to find him and stayed back while O'Neill, Sam and Daniel went into the compound Seth was hiding at, and were infected with Nish'ta. After managing to free Seths followers from control of the Nish'ta, SG-1 and Jacob searched for Seth. Seth was discovered by Jacob who was injured by Seth, and he gave Sam a hand device to stop Seth. Jacob and Sam then went to visit Mark and Jacob began repairing their relationship. (SG1: "Seth")
Martouf went to the SGC to inform them that Jacob/Selmak had been captured by the System Lord Sokar while undercover discovering that he had built a massive fleet to take over the galaxy. Martouf and SG-1 went to Netu to rescue him, finding him in a prison cell, near death. During the Tok'ra's plan to destroy Netu the five of them managed to escape using a Ring Transporter to get away before the moon erupted. (SG1: "Jolinar's Memories", "The Devil You Know")
When O'Neill and Teal'c were stuck on board of the X-301 hurtling away from Earth. Daniel and Sam went offworld to a Goa'uld mining planet to locate a Tok'ra with a ship that could rescue them, finding out that it was Jacob. He piloted the ship to Earth, pushing the hyperdrive to maximum to get to them before their air ran out. He managed to get them to eject from the ship and ringed them aboard safely.(SG1: "Tangent")
Remaining on Earth for some time to spend with his family, he was eventually contacted by the Tok'ra and told about a meeting between Apophis and Heru'ur for the purpose of forging an alliance to take over the galaxy. He and SG-1 used the Tel'tak to travel to the Tobin system to reprogram a Tobin Mine to attack Apophis' ship. This would look like an attempt to attack Apophis by Heru'ur and they would go to war for years, however Apophis had an entire cloaked fleet waiting nearby and destroyed Heru'ur ship killing him. Another galaxy
Realizing how powerful Apophis was, the Tok'ra and SG-1 formulated a plan to take him out and his fleet. There plan was to use Vorash's star to go supernova and destroy his fleet. Using a newly captured Ha'tak ship they used a Stargate, dialed P3W-451 and sent the gate into the star, causing the ship to go supernova. At that exact second they entered hyperspace and were flung 4 million light years into another galaxy.
Apophis's ship also appeared being sent just as far along with them, but they instead started firing at another ship, so Jacob piloted the Ha'tak into the coronasphere of a nearby star to hide them from Apophis. Jacob and Sam went down to the engine room to repair the shields so they could last longer in the coronasphere. When hey entered they found Apophis ship the only one their and abandoned after being infested with Replicators. When their ship also became infested, the Replicators modified the hyperdrive to reach the Milky Way very quickly, Jacob prepared the cargo ship while Sam and O'Neill destroyed the control crystals so the ship would be destroyed in the atmosphere of Delmac and the Replicators would be incinerated. Tok'ra on the run
Jacob spent the last few months setting himself up asa minor Goa'uld serving under Lord Yu and managed to get Daniel into his palace where he infected him with the Reol chemical to make Yu believe he was his servant. Jacob and Daniel go undercover among a System Lord summit to release a deadly Symbiote Poison to kill off the system Lords. When it was revealed that Anubis was back and if the system lords were taken down he was in a position to claim power, they abandoned the plan. Daniel however wanted to kidnapped Osiris, in the body of Sarah Gardner, to save Sarah, however he was forced to use an escape pod to get out where Jacob ringed him aboard. They returned to Revanna, the Tok'ra base under attack, and crashed on the planet. (SG1: "Summit", "Last Stand")
After Daniel Jackson was dosed with a lethal amount of radiation, Jacob came to the SGC to use a healing device to try to heal him, however Daniel who was in the process of ascending managed to communicate with O'Neill to tell Jacob to stop and let him die. Later he went with SG-1 to investigate a Ha'tak ship that had turned up near Earth, while on board Jacob was shot in the back by some of Anubis' Jaffa who were hiding aboard. After another attack on a Tok'ra base, Jacob and the other Tok'ra evacuated to the Alpha Site. Jacob helped to test some of the Tok'ra and Jaffa using the Za'tarc detector to find out who was killing personnel. (SG1: "Meridian", "Descent", "Allegiance")
Alliance
Jacob was once again called to help when Teal'c and Bra'tac were injured during the Ambush of Kresh'ta and both of their symbiotes died. Jacob offered them Tretonin which the Tok'ra had refined to be used by the Jaffa as a possible replacement for their dependence on symbiotes. He also analysed Jack O'Neill's blood after he had regressed 30 years of his life and discovered that he was in fact a clone. (SG1: "The Changeling", "Fragile Balance")
After discovering that Anubis had created a new supersoldier, Jacob came to Earth to study the technology of one of the soldiers. He noted that the soldier was grown and then given life, stating that the Goa'uld long ago found a device that could do so and with Daniel's help they managed to locate it in southern Honduras. Jacob then helped with capturing another one of the soldiers and interrogate it to learn the location of their homeworld, Tartarus. He then wore the armor and went through the Stargate to the planet and disabled the sensor array so Sam and Teal'c could come in and help with the search of the base, where they discovered Anubis had hundreds of these soldiers. When Sam was trapped alone on the Prometheus she had a hallucination of her father who told her that she was not happy because she was missing out on an important part of life - love. He was then offworld at the Alpha site helping Sam created the Kull disruptor. When Anubis soldiers attacked the base he was injured during the sites self destruct and taken back to the SGC. He was instrumental in trying to stop the alliance between the Tau'ri, Jaffa and Tok'ra from falling apart, at this time learning that the Tok'ra did not completely trust him. (SG1: "Grace", "Death Knell")
Replicators
When the Replicators invaded the Milky Way, Jacob returned to Earth to help out the Tau'ri. He stole a Subspace receiver from the Tok'ra to show them how the Replicators were attacking the Goa'uld domain. He wanted to inform Ba'al that his strategy of attacking the Replicators was not going to work and he should fall back and defend his territory, however O'Neill wouldn't let him as doing so would put Teal'c in danger as he and the rebel Jaffa were taking over Dakara, the place where the first Jaffa was created, thus proving to all Jaffa that the Goa'uld were not gods.
Jacob went to Dakara and helped Sam to unlock an Ancient temple of the surface and modify a device there to destroy all the Replicators. With Ba'al's help they modified the device and dialed every Stargate in the galaxy and destroyed all the Replicators. Unfortunately pushing Selmak too far proved to be deadly. Death
Jacob met with Pete Shanahan, who was engaged to his daughter, however was very antisocial towards him. Sam was later called and told that he was in the infirmary, where Jacob told him that pushing Selmak caused him to enter into a coma and be unable to leave Jacob before he died, also killing Jacob. Jacob said goodbye to his Tok'ra friends and said a final goodbye to his daughter, telling her "Don’t let rules stand in your way." - perhaps a hint to him knowing about Sams feelings for O'Neill. Personality
Morality and Wisdom
As a Tok'ra Jacob was somewhat influenced by Selmak's passion for the defeat of the Goa'uld, even to a point where he would consider sacrificing someone in pursuit of those goals, in contrast to how Jacob felt. Being from a world unlike any other world a Tok'ra host came from, Jacob influenced Selmak to a point where Selmak would even go against the Tok'ra council to achieve goals that would better the entire galaxy, not just the Tok'ra. Abilities and Skills
Inheriting the knowledge of one of the oldest Tok'ra, Selmak, Jacob had immense knowledge of both Goa'uld and Tok'ra technology such as the Ha'tak-class Motherships, Tok'ra Subspace reciever, etc. He also appeared to have a decent understanding and knowledge of Ancient technology, quite possibly due to the knowledge of other technology.
